OK for MS Paint.Even for a *shudder* Chibi... anatomy is slightly off.
Anime is also slightly off, but I'm getting off the subject.
The image quality is a little grainy, for future reference, save file type as something other then .gif or .jpg or .bmp. Considering you seem to have only paint, I think you are limited to bmp, but I'm telling you, .png is the key.
Lets see here... judging by the outfit desing of this character, I'm smelling a mary-sue... Yes I am a hard character critic so don't whine. BUt I do not have a full description of this character, but my first impression is strongly negative. :/
Overall, good for MS Paint. Work on your anatomy. Its colorful and you chose an visually appealing pallate, but... I just despise character designs like this. Demon wings, died hair, too much skin showing in the torso region... Overdone, overused, been there, done that, seen it.
Sadly, society doesn't care about how overused something is. -_-
DOn't get me wrong. I encourage you to keep drawing, keep getting better. HOpefully you'll find out how to avoid the 'overdone' category in the future.
