The +Anima are people who have the power to change into animals, most of the time not all the way, though. They get these powers when their life in is danger, ie we think Husky(The merman) was drowning when he became a +Anima.
The manga starts of with Husky being caught by a fisherman and sold to the circus where he was forced to play the role the "Mermaid princess". Cooro shows up, and causes a great fuss because he'll transform at the drop of a hat, so he becomes part of the circus, but when he See's Husky isn't happy doing this he rescues them and later meet up with Senri, the bear, and Nana the bat. They travel from town to town looking for other +anima's.
It's a really cute story.
