Well, first of all, this was all done in PSP 7. Not photoshop. So... I hope this makes sense.
First I fill in the area I want to shine, in this case the eyes and chest panels, with one color. In this instance it was purple.
Next I make both "styles" for the paint brush both the same purple, than change then slightly to make one a lighter version of the same purple, and one a darker.
With a small tip brush, I do some diagonal slashes. Remember not to cover up all of the base purple.
Next I select the retouch tool and choose softe, to smooth out the lines.
Its much easier if you leave the area selected while you fill, draw the shine, and soften, so you don't mess up anything else by accident.
If you'd like, I suppose I could put together a small tutorial if my writen instructions are too confusing ^_^
