Spawny looks tough and menacing. Very Spawn-like especially his jagged McFarlane-esque cape. 
 
the highlights on the figure and the cape are well done. 
 
I dunno how photoshop works, but you could probably get a more "cloud like" cloud if you turned the density setting of the brush down a bit. Or maybe use a different brush type. I think PSP8 has a cloud like brush, and I'm sure if PSP has one then P-shop would too.
