Hey Shizzy! If he did smile, That would ruin his career as one of the evil villain-like people!!!
Besides, if he did, more people would like him and he would have too many crazy fangirls after him for the smile.

I saw one picture of him actually smiling (i should have it still) and he did look quite sexy and scary at the same time. Gives me the creeps. -_-'
