A gift for my good friend, and fellow Lugia kin, Phoe.
She's transforming into her Lugia form. ^_^
Hope the hair and eyes don't look too green. It's supposed to be a mild cyan color. :/
Has nudity, but it's tasteful, so I won't mark it as mature.
Style based vaguely on Mizuo Shinonome's work.
