The eyes could use some work, but the drawing overall is adorable.Good effects, definitely. But this may have to be cleaned up just a little more - it's halfway between purposely blurry and hap-hazardly coloured. No offense meant at all, but I think you should sharpen the girl herself a little more - otherwise, perfect. Even the lines! (Which I can NEVER manage)

Very cute! I love the shading in her hair, I couldn't draw a Chibi to save my life.
