This is a character from the [not so] popular game "Sonic Spinball: Hop, the kangaroo. The only thing these two kangaroos do is jumping up and down on a foot pump. I like these two chracters and it's sad they're not even mentioned in Sonic Mania [great game - I play it on PS4!].
