Sure, you could of drawn them naked and doing the nasty together, but I personally prefer shoujo-ai pics that show strongly suggestive scenes....In this pic, it looks like Nami just told Vivi that she's fallen in love with her, and is about to show her her true feelings. The mood is further enhanced by the fact that Nami is about to French-kiss Vivi (with her tongue sticking out), but hasn't actually done it yet, making the image better then if she was really kissing her.
