Yeah, I think it takes a while to meet Candace.
Yup, I've met Toby! But I can't exactly remember how long it took, though. I think it was within the first 7 days or so. :D

I looked for him for like 24 days on and off >:( until i FINALLY discovered him in NONE of the places the instruction manual said... he was by the beach during sunset which makes sense and all, but it said you met toby near a lake or by the shop when it said by the shop i though "oh in the shop" so of course i looked for him all the time so i could get the darned fishing rod already >:(
