Top 20 Villains - Mistress 9

Finally, we get to a female in the ranks, at number 14 its Mistress 9, the main villian from the Sailor Moon S season. I remember her back when they first aired the 3rd season on Toonami (R.I.P.), and at the time, was the only truly recognizable villian on that network, next to Cell (back in 2000). Pity she didnt get more screentime then what she had, but oh well.
