Well, I believe the original Japanese voice actor probably had a Kansai accent, from Osaka. When they dubb actors with this specific accent they use a different English accent to differentiate them, Such as Jeice ( voiced by Kazumi Tanaka in Japanese, Scott McNeil in English) and Zarbon's Australian accent, Sauza's ...French? (Zarbon and Sauza had the same Japanese voice actor, Hayami Sho, English Paul Dobson and Michael Marco respectively), Sawagejou Cho ( Shinichi Fukumoto and David Umanski) and Tai the waitress from Rurouni Kenshin end up with really bad southern accents, I'm from the South, by the way.

As for the accent, I found that Scott McNeil gave Jeice an accent which switched between Scottish/Liverpudlian (an English accent). When Chris Sabat took over, and I really wish he hadn't, it turned to an Australian accent. And as much as I love Aussie accents, I really preferred when Jeice sounded like a mixed up 70s Brit rockstar. lol, I actually had a very lengthy argument/rant with someone on a forum over this topic XD I'm Scottish! I know what I'm talking about -_-;
