Around 140 years ago was the World War III.
Mankind survived in bunkers this nuclear holocaust, initiated by radicals, who had captured an rocket silo in Middle East.
Civilisation broke down, but some organisations raise in the ruins.
- the Order of Recovery, which is an militaristic and conservative group. Some call them the "Fourth Reich", 'cause of their labor camps and inhuman indoctrination. "School" is in the Order the same as military service. Those few, who aren't able to serve will be ... disposed by the intelligence.
The SysDiFo (Systematic Disinformation) is a feared enemy to the foes of the Order and their own people.
- the New Age of Technology. A moderate alliance of scientists and those, who know, that science is the way out of the misery.
- at least the "Autsider", which are just all outside the Order or NAoT. An Autsider could be a primitive guy with a club, chainsaw or just a steel tube. But there's also the possibility, that an Autsider know much more about technology, than a member of the NAoT.
Famous "Autsider"-gangs are the NOx (hichtech-pirates), Les Soldats (rumors say their ancestors were survivers of the Canandian Forces) and much less famous, but in my novel concept are the Broken Hearts from somewhere close to the city, which was called Springfield (Missouri) in former times.

This might be found in an old bunker, somewhere in Europe.
