I'd thought he's just a stereotypical depiction of a high ranked party member, especially because he reminds me those old "chinovniks" from the socialist era of my homeland (for example this guy on the left side from the most cultic Hungarian television series, who plays here a former functionary of the party, but since the political change he cannot do anything notable and therefore falls back upon having the same job of his collegues: https://www.youtube.com/watch?v=6ZfC3ZjReQU ) :D

ah, yes, I forgot the title :D Anyway, it means "Neighbours", and it refers to the set of the story which was around a zone of building estates in Gazdagrét (a district of Budapest).
Today it is considered to be the most cultic Hungarian series ever thanks to the realistic lifestyle-depiction of the real habitants of this zone, and of course the slip-ups during several scenes :D
As it was aired between 1987-1999, it also serves as a documentation of the late 20th century for those, who were born around that time or after.

In the series we can see that the policemen are wearing the traditional khaki/green uniforms.
