Maybe you have heard of the book "The Spy who Came in from the Cold"  ,
which is a Cold War spy novel by British author John le Carré.
There is also a film adaptation based on the novel. 

He reminds me somebody with that bristle on top of his head. xD

It is not Foul Hand.
They have the same kind of coat, but that is the only similarity. 

This one has fair hair and blue eyes.
He is in his forties.
He is tall, and still rather athletic.
He is of Slavic origin.
His hairdo denotes that he is used to discipline.
Maybe a military....
He is under cover.

For caricatures, generally I try to do something funny but also with some likeness if possible.

For the Minions, it is more for the fun, the likeness is not the priority.
It is more a general concept.
And sometimes, it is totally wacky, just for fun!  :D
