Anyway, he mentions in one of his videos that he suffers from Tourette-syndrome, but he has not taken any medicines for curing tat because they're too expensive, and he would like to spend his few money on alcoholic drinks instead :)

I did not know all the background story of that cracked dingo.
But Tourette syndrome alone is not craziness.
​Basically it is Tics (involuntary movements and groans and muttering).
It is obvious that he suffers from a variety of other disorders.  LOL
And all his welfare money probably goes on cheap and strong alcohol, gambling and hookers. 
 

Well I meant that he has the report of craziness because of having his weird lifestyle (if eating garbage and dog-poo isn't that enough alone) and he also suffers from Tourette-syndrome, so the two problems are going along with him.
As he states, since being inpotent because of drinks and his self-made garbage-filled cigarettes (like this piece of his creatures, the Stalin-cigarette: https://www.youtube.com/watch?v=RHBHqvZTXNY) , I doubt he spends money on hookers, but that's for sure he can die for some sip of alcohol :D

Is that mould on the rat's fur ?

Ogrelope has been developing a wide range of skin diseases over time.
So, you are right, it is a sort of mouldy carapace made of disjointed plates, here and there.
there is also an enormous amount of ​oozing pustules.
They exudate a sort of yellow green viscous liquid:
it is toxic and corrosive.
She also suffer from pelade (alopecia).
There  is ​a sling load of other conditions she is suffering from;
but I will spare you the details.
They are too disgusting or too crude for the young and chaste ears!   LOL
