This is from a scene in the manga.

Naruto: Heh... i guess this is where we're supposed to shake hands or something, but I'm not really good at these things, so... Let's just....!

And Gaara proceeds to hold out his hand and when Naruto doesn't move to take it, he uses his sand to lift Naruto's hand.

no that's how he looks, gaara just always looks mean. its the black eyes. you should see my gaara picture he looks really hateful!
