For those not in the know, Tiara B was created by Christian Senn for the (later canceled) game Sonic Xtreme back in the day. Her outfit here is a compromise between outfits in his drafts and the one ad she appeared.
In the draft for Sonic (on) Mars - one of the drafts for Xtreme - she was described as a half-cyber being, having powers to do with electricity, and I like to pick that up. So essentially, she's using that cane she always keeps around to channel lightning.
