No, I'm not 100% sure who exactly she's cosplaying as. Chun Li would be a pretty obvious assumption, but several details are incorrect if that is who she is cosplaying. Many characters in anime wear Chinese dresses, so this one is a toughy to figure out. It seemed the more I worked on it, the worse the drawing became.
