Please note the eyelashes. They took the most time. The blur tool was very helpful in fixing all the mistakes. I need to stop using it so much. -_-
Didn't spend half as much time on the shirt and neck. Doesb't look as good.

Photoshop CS3. And thanks. The hair takes the most time. Start with lots of individual strands then blur them until it gets the right impression then add on the shading and light source or shine.
