That's Lard Nar with his Vortian flag. I used the Great Britain flag as a backgroud because Lard Nar or at least his voice actor, Fred Tatasciore(however you spell his name, he is secretive), has a somewhat British accent or something. Those red bits underneath the flagpole is a burnt Irken flag
