Dr. John Marshall

Here he is! The evil mastermind behind the Third Generation Cyborg Project is Dr. John Marshall of Russia! He is an advanced mechanics engineer and a quantum physicist who created cyborgs 0015-0021 including 00B. He and his wife Professor Graunaldi worked on this project for years since their marriage. However, Marshall was so dedicated to his project that he attempted to turn his own son Daniel into a cyborg. Professor Graunaldi ran away to New York with her son.

f.y.i. I don't think I've meantioned this yet but his name is pronounced "mar-shall" exactly the way it's spelled but instead of "mar-shull" it's "mar-shall". xD i dunno if I'm making sense.
