The number of cyborgs I have are blowing out of proportion o_o

I'd say that this guy would be my 6th not counting the ones that I co-own. Have you noticed that his uniform is completely different then the other cyborgs? Why is this?

So, there are two factions of C009 thus far: The Good Guys, and the Bad Guys (Team X and Team V), now there is a third. The cyborg project has been reaching the ears of one scientist to another. However, these rumors have only generated a stigma towards a number of them. A certain scientist wanted to change that, thus, the Cybernetic Law Enforcement Orginazation was established. This was a project dedicated on the soul idea of using cyborgs in police work. Police officers were selected from around the world to be part of it but what differed from Black Ghost's methods was that the selection chose voluntary subjects. That's right. Voluntary.

Here I have one certain cyborg who I've been told, looks like Kiba gone 009 style ( and btw that wasn't my intended idea ). Laís Santos of Rio de Janiero, Brazil serves as the K9 unit. He has a hightened sense of smell, sight, and hearing and also bears fangs and claws. Laís (pronounced "La-ees") is actually the cousin of one of my cyborgs. Can you guess which one? I think that your first impression of his look had already given it away lol xD
