Don't feel dishearted by a critical first comment, the picture is awesome ^_^ I signed up just to say that. Also, unless you were specifically basing this Draconic being on existing creatures, then there's no right or wrong when it comes to the Dragon's atonamy. I draw dragons myself, and I make it a must to give them an unusual, slightly twisted atonamy (However at the time of posting this, none are uploaded - As said, just registered).

Yeah, the texture doesn't match the countours, but it's a subtle texture so it doesn't matter. What I do notice more, though, is the legs, specifically the "reverse knee". Study bird and animal legs a lot, and you'll realize that the reverse joint isn't the knee at all -- it's actually the heel joint, and the animal actually stands on its tiptoes.
Other than that it's pretty sterling. Few artists put enough thought and effort to make an anthro dragon worthwhile.
