Partially that, partially because they're weirdly fond of Japanese stuff:

- not to mention their approval of suicide killers (Jihad samurais LOL)
- but the funniest is that many of them do enjoy anime and manga, despite Quran opposes depictions of human beings.
You may have heard about dA user from Saudi Arabia called "Nayzak", who was (and presumably remains) radical Muslim himself and rabid fan of manga. One could ask if his works aren't supposed to attract weeaboos to Islam, since those aren't obviously just evidence for his artistic taste. ;)

I haven't heard about the guy before, but now I've checked his artworks, and it is indeed kinda weird to see those muslim-themed mangas from a Saudi, as the Hadith is taken the most serious of all Islamic-countries in his homeland.
Upon this I would think that for today, the ban for artworks is not really taken as strict as before ( just think about the balck-metal band Al-Namrood, also from Saudi-Arabia: https://www.youtube.com/watch?v=gtOYL4cqg2A).

Wahhabi Islam (official religion of Saudi Arabia) considers drawing manga and playing Western music as "heresies", thus the Saudi dynasty called up their infamous religious police to fight such "threats to Muslim culture". From similar reasons they forbid selling and even possessing certain video games, including those from "Fallout" series.
Of course people living in Saudi Arabia have their methods of cheating their authorities, which includes their underground. According to Laila Shukri and Sulaiman Addonia, every Arab township has unofficial "cultural centers" where you can buy stuff prohibited by Quran and Hadith - from alcohol (Arabs are fond of Russian vodka and American Bourbon whiskey) and tobacco (Lucky Strike is said to be their favorite brand) to media labeled officially as "haram" (violating Islam), especially banned video games, films for adults and related magazines; those dens often hold modern version of slave markets offering women for Moslems with cash.
Saudi authorities don't disturb those "festivals" as long as they get satisfying bribes from participants, not necessarily in money. According to Addonia, their religious cops gladly take the best-looking girls and better alcohol for themselves in exchange for permission to hold the event.
