Possibly the concept for him was developed during work on season 1, when most of episodes were completed and they didn't want to rewrite all the episodes, thus Gusto had been introduced with some delay. It's standard amongst American cartoons to have secondary characters appear in later episodes. Nice drawing, btw. ;)
