Actually, not always... I know that my dragons, for example, always have their horns pointing back (I like that sort of streamlined appearance), but that's never been a criteria for what constitutes a dragon. There are just as many dragons with horns sticking out to the side, up, and curving around frontwards.
So, what about this dragon? It -- or can I call it "he"? -- seems to exemplify many of my gripes about dragons. The physiology seems fairly anthro -- nothing wrong with that, per sé, just not to my tastes. I think it's how the tail is "behind" the legs instead of "between" the legs. That's always the case for dragons who stand on four legs, but this one is clearly built to stand on two. The wings could use some improvement of their own, of course. The dragon's left wing is larger than the right, and the bone structure on them could use a little more meat. I mean muscle.
Given the background, it's hard to evaluate the scale of this dragon. He's being shot at with an arrow or two, which might seem to imply that the dragon's about human-size (if that's a normal arrow). On the other hand, with a clear village in the distance, that could be a specific anti-dragon bolt instead of a normal arrow, which would require the dragon to be much larger in size.
The head's an okay shape even though I don't like how his tongue hangs out like that (through clenched teeth, no less?), and the texturing, albeit simple shading, works rather well. After all, black is a hard color to texture.
