Gaara's voice is a lot softer and calmer than that of Shukaku. Shukaku has a bit of a sckreachy pitch to it when he is excited and his voice tends to fluctuat between sckreatchy and deep.....it's like...crazy..*.*!!
So anyways, that's why Shukaku's voice box and words are so bold and Gaara's isn't.
