The 4 Girls 4 Berlin

Probably the reason why Berlin enjoys feeling sad all the time is that he wants someone to see him feeling sad and comfort him, and he feels no one does. Russet and Tammy eventually realized this was the case and wanted to give him a Valentine's day gift he will never forget. Here, Amy, Russet, and Tammy give Berlin a huge kiss while Cosmo's spirit is nearby blowing him some love of her own.

If you look closely at Amy and Russet's tails, you can see that they're wagging them like a happy dog. Tammy is also stroking the back of Berlin's head with her finger.
