TeeJay87I've always thought that Batman cooperated with Commissioner Gordon - it must be depending on the comics series.

jiraSorry "TeeJay87", I failed to state that this is taking place in Tokyo Japan, 8th Man's stumping grounds...in this scenario Batman's following a lead to the Joker and Grundy's oversea where about.. Teaming up with Tobor the 8th Man. The guy behind the desk is known originally as Chief TANAKA in the Japanese TV series.
