This is Chibi L from Death Note... aka mi current bishounen obsession (along with Light, Squall, Ephraim, Laguna, Tidus, Dante, Vergil, etc)

I tried colouring his hair differently but damn be the scanner... it looks better in my notebook... Grrrr

Ah in case you're wondering what the text says it's just that little 'joke' Kira plays on our detective buddy... LMFAO!!! I couldn't resist sorry.
