You have to wonder... when people use japanese words, do they really know the true meaning? I wouldn't call that girl Kawaii... Sorry... Her arms are too small, only because you drew them in proportion with her body, which, is too small for the head. Yeah... When you draw people, draw the head however big you want, but make sure you draw the body big enough. You said my drawing was good, so look at mine. The bodies and heads are in proportion. So yeah... Work on your proportions.
