you drew the eye before you drew the rest of the pic, didn't you?well, lemme give you some advices:
1- start the pic by drawing the head OR the hair, I always start by the hair, it's easier for me
2- (in case you started by the hair) draw the rest of the head, be carefull to make the chin in the middle, THEN draw the eyes, nose and mouth
3- the neck, draw it under the chin, and when drawing the shoulders do not make them too close to the neck or it'll make it look like the head is huge
I hope these tips help you, this character looks very cute but the pic looks a little weird, it would be great if you re-drew the pic using the tips I gave you =) good luck on future drawings!^^
