ChibiChibi/Cosmos is the future Sailor Moon/Serenity i guess. She goes back in time to make Sailor Moon defeat Galaxia/Chaos...because ChibiChibi/Cosmos couldn't do it before, in the past. So...yeah...xD

It is Chibi Chibi or it's supposed to be a strange future version of her. I don't remember how the story went in the manga all I know is that Chibi Chibi is Sailor Cosmos comming back in time to try and get Sailor Moon to get rid of chaos or something of that nature. Lol. Sailor Cosmos has white hair in the manga but I wanted to make it red like Chibi Chibi's. Hehe.
