Hmm... well the sky looks a bit fuzzy... as in the clouds. Crisper and sharper would probably give a better atmosphere to the pic. But I like the effect on the water, the coloring looks good (and realistic). And maybe a shadow behind the character? Bah, just suggestions... practice makes for fun! 8)

yeah, i'm not experienced with drawing the sky/clouds at ALL, so this is the best i could to ^^;

Hee, I suck at clouds too... I tend to make them too wispy (kinda like yours); it makes things look more foggy-ish.
