I think it's the second-to-last level in Sonic CD. The past version of it looks like Sollenia from Sonic 06. It's kind of annoying, but at the same time fun. The boss is a race against Metal Sonic, who can use an annoying dash attack that destroys the spikes on the speedway and hurts you.
