Remember Ry and Kael? Well, their story is that in a fairly dystopian future setting (WW3 has more or less happened, China now controls much of the former US, it's complicated) they end up running away from their nice neat government-run city and joining up with an insurgent group called ESCAPE.
This guy is Tei-Lin, ESCAPE's sharpshooter and general prodigy marksman. Light-hearted kind of a guy.
