I have recently discovered a new method of doing fanart.
I draw a rough draft on paper in graphite pencil. Then I use tracing paper to trace over my own drawing to eliminate unwanted lines and smudges. I then go over the tracing with ink, and then scan it.
In Photoshop, I use the line tool to trace over those lines, occasionally hiding the background layer and merging visible layers so that I have those lines compressed into one layer. Afterwards, I take the compressed layer of CG lines and move it to a new document with a plain white background. After I flatten that image, I can then color and shade (with burn tool or paint tool) and put on other effects.
Hopefully I will get an electronic drawing tablet for my birthday in February. Maybe that will be easier.
