Wow, nice work. I love the way water is flying off his paws and tail! I know you say you're not good at explaining things, but how do you make rainy effects like that!? You're very good at it...Once again, great job!

I create a new layer over my flats, shading and lineart, set it on low opacity, and use a white brush to draw in the trailing water and droplets. For the blurred effect that I have on the tail there, I select it and feather the selection. Then I just use Motion Blur in the direction of my choice.XD There you have it. Make of that what you will.

I'd have to say, if there was ever a Warriors animated movie, this looks good enough to be a scene from it! The rain effect is done well, and the character's not too detailed (that's a good thing in this case! It makes it movie-like, like I said).
