The eyes are stunning, but they appear to be looking up. It almost seems as though the dragon is bowing, but to whom?

It was just a drawing error. I tend to make a lot of mistakes unfortunetly.

I hope that with practice I'll be able to draw heads in different views. I feel like I draw dragons from the side too much.
