You could definitely get rid of that time stamp just by using MS Paint.
The easiest part would be getting rid of the part of the stamp that is over the black area. Simply use the eyedropper tool to pick up the black color nearest the stamp, then use the paintbrush tool to paint over it.
The part over her shoulder would be a bit harder. You could use the eyedropper tool again, but it would probably look better if you use the irregular shape-catcher tool to copy a piece of that area and paste it over the 1.
As for the part of the signature, you may want to just paint over the whole signature then copy-and-paste a signature from a different piece over it.

MS Paint can not compress a Jpeg to save its life. If you look at the largest copy of the edit you have there you can clearly see pixlization and deterioration of JPEG quality. Even if the cover is deisent the overall degridation of the image is not worth it. If it's to be cloned out Photoshop or similar is better however the Date stamp crosses the signature of the peice, something that by all right deserves to be left intact. If it had not crossed the signature I would have offered to clone it out my self but....
