Hey, I wonder if Leviathan was created by using old schematics that were used in making splashwoman. It could be possible... Cause didn't Dr. Light make splashwoman? and then X made Leviathan. interesting...

I think Dr. Light did. I think he created all the megaman 9 bosses which is why everyone believed it was his fault they went bad. Yeah, and Tornado man for Harpuia.
