This is Andre, he can speak with water or something...the dream wasn't clear, but he couldn't control water or anything, just speak with it! He has a huge family, and the dream was very clear that his older brothers are both married to really ugly women....I don't know why that matters, but it obviously does in his family! :XD:
Also, in the dream, his ethnicity couldn't be decided on! One minute he was Korean, then Chinese, then Maori, then Norwegian! O.o

I imagine speaking with water would mostly be good for satisfying one's curiosity on various matters, or for spying, or both, rather than being able to be an active assault weapon as controlling it could be. After all, nobody suspects the water of watching you...
