How about choosing 72 or 100 DPI when you scan?

If the pic is in BMP format it's very likely gonna be too big. So you need to save it as PNG or JPG. Thought JPG is much smaller than PNG, but PNG is better quality than JPG. But both are smaller than BMP. You just need to open the file and choose save as. Then choose the format you want the pic to be saved in.
