(on MS paint, if you have it) Go to Image, then "sketch/skew". In the "horizonal" and "vertical" number selections, put in numbers(both the same), lower than one hundred. Say, you want to make it half the size, put in "50" and "50".Of course, if you want to make something bigger, you put in numbers higher than one hundred. "150" and "150" will make the picture double it's previous size.
