Personally, I use soft shading for everthing, either by burn or dodge (or something similar on your program), or by placing a new layer and painting in tones darker/lighter then the flat-colour object.
Hair is a toughie compared to everything, definitely :0
The technique I use, without using tablet (I'm not sure if you have one), is to paint a dot, and use the smudge tool (again I'm not sure what that would be in your program) and drag it toward the direction of the end particular strands of hair; anime lineart definition, the pointy part :)
That would take a long time, depending on how detailed you would like it to be. I usually do that for about 4 layer, 2 shadows and 2 hi-lights, then ocassionally a ring of white shininess (for the typical anime look) on top of it all. That would take about 2 1/2 hours with mouse, about 45 minutes with tablet.
And, those are some starting tips for ya!
I don't want to make the no-tablet thing sound intimidating, because tablet doesn't necessairely make the work nicer, just faster (in my gallery, Boys of Phantasia was the only anime CG donw with tablet). It is very nice to have though :)

So tell me a bit more about this; what do you particularly have problems with? body? hair? objects?
Also, what is your style, hard shadow & lighting (like cel-shading) or soft (feathers off and melts into other others, like the ones I do :D)?
Anyways, feel free to tell me about anything else that you'd like me to know about your colouring style.
And lastly, the most important of all? What program do you use? #_^?

I haven't played any of the games, but I'm totally aching for FE7.... I'm also trying to get a Fuuin No Tsurugi rom thingy that someone on DA told me about. >_< I can't find it anywhere....
