It sounds to me like the computer/laptop doesn't have enough memory and processor power to launch the installer.
You can buy more memory(RAM) but getting a better more powerful processor isn't so easy and more times than not kinda costly.
It could also be a faulty driver for your CD drive or the drive itself.
