Easy explanation: It just hasn't been dealt with yet. We get plenty of category requests. And since these requests aren't really our number one priority, they may take a little while before they're dealt with. Your request might get rejected, because you seem like a fairly new user. And besides, not many people can get their own categories for their own mangas. I'm sure, to get your own category, you have to be pretty consistent with your manga (like, frequently putting up new pages). Take Pienemien for example: She has like 300+ pages of her manga, right? That's because she is consistent with putting it all up. Whereas some other artists have a manga all planned in their head, yet they only provide 4 pages and stop uploading them.
So I'm thinking your category request might get rejected since you seem fairly new, not many pics, etc. My suggestion is to just put up your manga in the "Anime/Manga > Original > Original Manga" category. And once you have sveral pages up, and your manga is recognized and well known by many other members, then ask for a category for your manga. (That is, if your request is rejected the first time)
However, I could be wrong. I don't deal with the category requests.
