Zhao is an Admiral who wants to capture the Avatar as well and even tried to assassinate Zuko by paying the pirates from the 'Waterbending Scroll' episode to do the job. But Zhao got killed by the Water Spirit on the last episode of the first season, and even then, Zuko tried to save him. So, he was basically the guy who hated Zuko.
