It's really easy as long as you have photoshop 7.0 or better. at the bottom of the bar thing that has all the tools and things on it, theres a little thing that takes you straight to adobe imageready. so if you have that, first make as many clips as you'll need for a repeat. Then click the imageready thing and duplicate the current frame on the animation pannel to however many clips you need. then just change whatever clips they need to be viewed in the layers menu.
